After applying to a company and accepting, the student presents the student and institutional CEECs to the HTE as well as the audit and approval internship plan. MOAs are exchanged between the company and the department, which will then be forwarded to the Office of the University Legal Counsel (OULC) for verification before all parties finally sign the agreements. The agreement also stipulates that students must be monitored by both the HTE and the DLSU during their OJT period to ensure the safety of students. Once a student has completed their OJT hours, the university must conduct a post-training check and assessment of the student`s tasks, the general program and the HTE. Following the mandatory implementation of the Memorandum of Understanding (MOA) in enterprise training activities (OJT), the DLSU followed the Memorandum of Understanding shortly thereafter. CHED defines OJT or internship as a practical application of classroom learning in real-world regular work environments. In the execution of the CHED-Memorandum, students and interns must now submit a federal internship plan and an A MOO to their respective host training institutions (HTE) or companies before having their own practice. The MOA student serves as a formal contract between the company and the student, while the institutional MOA acts as a formal contract between HTE and the university. This could be another option for students, as David mentions that students who do their internship at the university must submit only one student to MOA University.
Piocos says that during his tenure as vice president and practicum coordinator of the literary division, the new process slowed operations. “With the MOA mandated by CHED, all units have to follow standard contracts, which is normal, but also, in a way, what has worked in recent years for [different] departments,” he explains. However, blockages can occur not only within the department, but also within partner companies and institutions. According to Piocos, the biggest problem with the MOA mandated by CHED is that known companies and state institutions themselves are reluctant to sign moas that are not their own. Dimaranan echoes this concern and says there have been times when the university`s MOA has been rejected by companies, forcing students to look for other companies to apply for the place. “It`s difficult, it takes a long time, because the defence lawyer has to have enough time and a complete overhaul of the other company`s MOA,” he says.
